The second wave of bombing was largely redundant, and the first wave had achieved maximum destruction. The third wave was nothing more than pure cruelty, pure and simple.

RAF Air Marshall Arthur Travers "Bomber" Harris, who was in charge at the time of the bombing, once quipped that had the allies lost the war, he would have tried as a war criminal. He was quite correct.
