The statement simply says that the report was not accurate, not that it wasn't partially or substantially true. Mueller released the statement because he doesn't want impeachment to start without the actual impeachable information in the hands of Congress.

Mark stated clearly that the intention of Mueller's actions were to prevent a leak investigation. Mueller's purpose is to provide cover for the top leaders of the FBI being complicit in the false dossier issued to the Fisa court.
