I just did this to my porter cable batteries. One batter would not charge, and i checed it at 0-0.3 volts. I just jumped the hot wires with the good battery but on the ground, all i did was tap the terminal 5-10 times real fast and you can see a tiny spark. I checked the voltage and it was at 11 vol... Leaving your batteies out in the cold garage all winter and not using them will cause these issues.
